Closing the SME protection gap
Pool Re was established in 1993 to address the lack of terrorism cover in commercial property insurance policies; which used to be included as standard in property insurance until the IRA bombing campaign in the early 1990s.
Despite several attempts to encourage take up of coverages for SMEs, only approximately 4% of SMEs have terrorism cover, although a larger proportion likely believe they are covered. This indicates both expectation and protection gaps that we need to address.
Reintegrating terrorism cover in commercial property policies
Our Treaty Transformation in April 2025, changing the way in which our scheme operates presents an opportunity to consider re-integrating terrorism coverage into commercial property policies for SME’s. And, we are interested in your views on the desirability and feasibility of our proposals to do so.
